It generally means construction, alteration, repair, or maintenance work paid for in whole or in part with public funds, or performed on publicly owned property. The exact definition varies by state, and it matters — because once a job falls within a jurisdiction’s public works definition, obligations attach — prevailing wage, procurement rules, domestic-content requirements — that comparable private work typically does not carry.

⚠️ Not every public works project is federally funded, and not every one is subject to Build America, Buy America. BABA is a federal funding requirement, not a universal public works requirement. Confirm the funding source before you assume either way.

Two things trip up newcomers here.

First, the owner’s standard specification is rarely self-contained. The Greenbook, for example, is published every three years by Public Works Standards, Inc. and adopted by hundreds of agencies, and its 2024 edition ships with a 2026 cumulative supplement. It covers concrete, pipe, earthwork, roadway surfacing, metal fabrication, and traffic control — but it does so largely by citing ASTM and other consensus standards. You need both the spec and the referenced standards.

Second, “latest edition” language is a trap. If the contract says “latest edition thereof,” do not assume the copy on your shop shelf is sufficient. Confirm the edition the contract requires and the date used to establish it before fabrication or installation — the answer is in the incorporation language, not on your bookshelf. Build America, Buy America: What Applies Now — and What Changes for Highway Work October 1

If the job is an infrastructure project receiving federal financial assistance — highway funds, water infrastructure grants and loans, FEMA money, DOE funding — the Build America, Buy America Act (BABA) may apply, under the funding agency’s implementation and subject to any waivers in effect. Enacted in 2021 as part of the Infrastructure Investment and Jobs Act, it requires that iron, steel, manufactured products, and construction materials incorporated into the project be produced in the United States unless a waiver applies. The Department of Energy maintains a useful public overview of the requirement and its three product categories at energy.gov.

Here is the part that gets misread. For many federal funding programs, BABA’s manufactured-products test — U.S. manufacture plus more than 55% domestic component cost — is already in effect under the agency’s implementation requirements, subject to applicable waivers. If you are doing federally assisted water or wastewater work, do not read October 1, 2026 as your starting gun. Your agency’s requirements may already apply to you.

The October 1, 2026 date is specific to the Federal Highway Administration. FHWA is phasing out its long-standing manufactured-products waiver for Federal-aid highway projects. For highway funds obligated between October 1, 2025 and September 30, 2026, U.S. final assembly is the bar. For highway funds obligated on or after October 1, 2026, manufactured products must also meet the 55% domestic component cost threshold.

⚠️ “Assembled in the USA” and “55% domestic components” are very different bars. A control panel or pump assembled domestically from mostly imported components can pass the first and fail the second.

Most common finding: a recurring documentation gap in practice is a domestic-origin certification for the steel with little or nothing for the manufactured products bolted to it — signal controllers, pumps, switchgear, valves. After installation, that paperwork gap can become a rejection, a corrective-action demand, or a replacement issue, and the cost typically lands on the contractor.

If you are a fabricator or supplier feeding public infrastructure → build your documentation now. Mill test reports showing domestic melt and manufacture for steel, and component-cost breakdowns with country-of-origin data for manufactured products. Waiting until the owner asks is too late.

Materials and Workmanship Standards Fabricators Get Wrong

This is where shop-floor operations and public specifications collide. The owner’s spec cites a standard; the shop builds to the standard it knows; the inspector holds the spec.

Welding. Most fabrication shops are set up for AWS D1.1/D1.1M, Structural Welding Code — Steel. Public bridge work is governed by AWS D1.5, the Bridge Welding Code, which carries different qualification, inspection, and fracture-control requirements. Steel. Public specs cite ASTM designations by grade — A36, A572, A709 for bridges, A615 for rebar. The requirement is not just the grade; it is traceable mill certification to that grade, and increasingly, domestic origin. A heat number you cannot trace to a mill test report is nonconforming material on public work regardless of what it actually is.

Concrete. ACI 318 for structural design and ASTM C-series test methods for sampling, slump, air, and strength. Owner specs frequently add their own mix approval and field testing frequency on top of ACI. Pull the exact ACI and ASTM references from the spec: ACI 318 — Amazon and the ASTM catalog are the source for current editions.

Coatings. Public infrastructure — water tanks, bridges, pipelines — leans heavily on SSPC/AMPP surface preparation and application standards, with AWWA standards and NSF/ANSI/CAN 61 certification governing anything in potable water contact. The failure mode is almost always surface prep, not the coating product. The specified profile, cleanliness grade, and environmental conditions are measurable, and inspectors measure them.

Structural steel fabrication. Many public owners and project specifications require or recognize AISC certification for applicable structural steel work — check the contract documents for the required certification category. AISC certification audits your quality management system as well as your shop. The program is on a fresh edition: AISC 207-25, the current Standard for Certification Programs, took effect February 1, 2026, and AISC’s updated Governing Requirements for Certification Programs took effect June 15, 2026. If your contract requires AISC certification, verify the applicable category and current program requirements before bidding. Safety Standards on Public Works Sites

OSHA’s construction standards at 29 CFR 1926 set the federal regulatory floor on U.S. construction sites, public or private; roughly half the states run their own OSHA-approved plans, which may add to or differ from the federal rules. What changes on public work is the contract. Public owners routinely write safety requirements into the contract that exceed OSHA — site-specific safety plans, competent-person designations, third-party fall protection inspection — and they cite ANSI standards to define what “adequate” means.
